On August 12, 1968, the City of North Chicago annexed ten acres of land known as the Doney tract. Seventeen months after this annexation, and several months after the Doney property had been rezoned, the Village of Lake Bluff filed a petition in the Circuit Court of Lake County seeking leave to file a complaint in quo warranto pursuant to the provisions of the Quo Warranto...
