On 25 February 1969 appellant was allegedly shopping in a jewelry store in Washington, D. C. For some unspecified reason, the proprietor of the jewelry store called the police and reported that a "suspicious" man was in the store. Several police officers promptly came to the store and, upon being directed to appellant, demanded that he identify himself and answer a few brief questions.
