This appeal arises out of an automobile collision that occurred between a vehicle driven by the plaintiff-appellee, Francene Kokaska and a City of Scottsdale police car driven by Officer Dwight Edwards. Both the City of Scottsdale and Officer Edwards were defendants in the trial court and are appellants here. We will refer to the plaintiff-appellee as the "Plaintiff", to the defendant City of Scottsdale as the "City", and to the defendant police officer...
