This is a civil action for injunctive relief. Plaintiff has been granted leave to proceed in forma pauperis. Jurisdiction is claimed under 28 U.S.C. § 1343 (3) and 42 U.S.C. § 1983.

In his complaint, plaintiff alleges that he is presently confined in the Wisconsin Correctional Institution at Fox Lake, Wisconsin; that he has attempted to retain an attorney to help him to obtain habeas...
