BOOCHEVER, Justice.

During October 1969 the Alaska Department of Public Safety published a notice of proposed regulations governing vehicles on public roadways as required by AS 44.62.190. The notice included a proposal for mandatory safety equipment on motorcycles. Specifically, the regulations required that all motorcycles be equipped with two mirrors giving a view 200 feet to the rear, handlebars no higher than 15 inches...
