The plaintiffs in these consolidated appeals are two water districts and a park and recreation district. The city of Eugene, acting under the Local Government Boundary Commissions law, ORS 199.410 et seq., annexed certain territories lying within the boundaries of each of the plaintiffs. It also withdrew from the two water districts the water district territories which it had annexed.
