On November 15, 1971, the Internal Revenue Service through a duly authorized agent served an administrative subpoena1 on the Humble Oil & Refining Company in Houston, Texas. The subpoena stated that it was in the matter of the tax liability of John Doe and commanded Humble Oil & Refining Company as follows:
