The importations involved in this case are glass Christmas ornaments exported from Czechoslovakia packed in containers comprised of plastic inserts, "see-through" box tops and box bottoms. It appears that the importer purchased the plastic insert and box top components of the containers in West Germany, and directed that they be shipped to the manufacturer of the Christmas ornaments in Czechoslovakia.
