We granted this petition for review of a decision and opinion of the Court of Appeals reversing an order of the Superior Court of Yavapai County. The Superior Court ruled in favor of the Mingus Union High School District which had denied Wayne Pendley admission to school because the length of his hair exceeded that permitted by the school dress code.
