This is an appeal from the district court's dismissal of appellants' first amended complaint alleging deprivation of civil rights in two counts. The first count asserts federal court subject matter jurisdiction under 28 U.S.C. § 1343(3) and (4) and alleges that the claim arises under 42 U.S.C. § 1983. The second count asserts such jurisdiction under the "doctrine of pendent jurisdiction" and alleges a state claim...
