WISDOM, Circuit Judge.

The plaintiffs-appellants challenge the constitutionality of various New Orleans municipal ordinances. Jurisdiction of this Court is based on 28 U.S.C. § 1292(a)(1). The plaintiffs assert the violation of their civil rights under Section 1983. The district court, relying on Younger v. Harris, 1971, 401 U.S. 37, 91 S.Ct. 746, 27 L.Ed.2d 669, and Boyle v. Landry, 1971, 401 U.S. 77
