This litigation is occasioned by the action of the Director of the State Department of Public Health and Welfare in terminating Old Age Assistance to the appellant Silvia Fraher and total disability benefits to the appellant Fred D. Fraher. The appellants are husband and wife and will be referred to herein as the "claimants".
