This is a mandamus proceeding brought by plaintiffs against the Registrar of Voters to compel him to comply with the provisions of LSA-R.S. 18:10801, which require that letters be written to persons who voted only absentee for a period of two years and which further require the Registrar to have the voter submit in writing the reasons for such absentee voting.
