The appellant owns a 22-acre tract of land which it sought to rezone from a single family residential (R-1) to a commercial zoning classification (C-3). This would permit the construction of a proposed community shopping center. The North Little Rock Planning Commission and its Planning Director recommended this reclassification. The North Little Rock City Council, appellee, rejected these recommendations and refused to adopt the proposed reclassification...
