STATEMENT ON THE APPEAL: A petition to incorporate an area adjacent to Gary, Indiana known as Merrillville was filed by its residents with the Lake County Commissioners. Mayor Richard Gordon Hatcher and the Concerned Citizens of the City of Gary appeared at the hearing on the petition and filed a written remonstrance.
