Petitioner's application for a liquor license was denied because of its principal's previous brushes with the law and because the premises would have been within 200 feet of the West 31st Street entrance of St. John's Roman Catholic Church. No article 78 proceeding was instituted for review. Thereafter, a license was granted to another entity alleged to be no further away from the church, and thereupon petitioner filed a second application...
