Plaintiff, the Sheriff of Westchester County, commenced this action to obtain a declaration of the invalidity of Local Law No. 3-1971 of Westchester County. That law places the position of all deputies, officers and employees of the Sheriff of Westchester County, except the appointed Undersheriff, into the classified civil service and "covers" into the classified civil service those appointees...
