This case arises under the Military Bases in the Philippines Agreement,1 hereinafter called "the Agreement." It has its genesis in the inadvertent transfer of Staff Sergeant Bernard Williams, an enlisted member of the United States Air Force, from Clark Air Base, the Philippines, to Minot Air Force Base, North Dakota, in November 1969.
