This appeal arises from a judgment of the Circuit Court of the First Judicial District of Hinds County. The judgment reversed an order of the Jackson City Council which refused to rezone a portion of appellee's lands in Northeast Jackson from "A-1 Residential" to a classification of "A-2 Residential" (apartments).
