This is an appeal from a decision of the Circuit Court for Prince George's County (Loveless, J.) which ordered Prince George's County to release and return to its owner, Blue Bird Cab Company, Inc., a taxicab that was seized by the county police under the provisions of Maryland Code (1957, 1971 Repl.
