Chapter 411 of the 1961 Session Laws appropriated $1,000,000 for the construction of a Science Building at the then State College of Agriculture and Mechanic Arts. Pursuant thereto the State of South Dakota by its Board of Regents, on October 22, 1962, entered into a valid general construction contract with Kuipers Construction Company to construct the building for $528,600.
