This suit for mandamus was instituted under the following circumstances.

In 1966 the Congress of the United States enacted the Uniform Time Act, 15 USCA §§ 260-267 which required "Daylight Savings Time" to be kept in all time zones from the last Sunday in April until the last Sunday in October.
