This litigation emanates from a tragic event which occurred at approximately 7:00 a. m. on July 12, 1968. Susan Quinn, 15 years old at that time, was sleeping in a pickup truck which was stationed or parked within a public use area constructed and maintained by the United States, adjacent to Greers Ferry Lake in Van Buren County, Arkansas, when the truck was struck by a runaway converted school bus being operated by J.
