The plaintiff herein, Colgate-Palmolive Company (Colgate), seeks a preliminary injunction restraining the County of Erie from enforcing section 2(b) of its Local Law No. 8 of the Local Laws of 1971 which prohibits after January 1, 1972, the sale within Erie County of synthetic detergents containing any phosphorous components.
