The defendant Housing Authority operates a large housing development in South Providence. The development consists of over 25 separate apartment buildings all of which are situated on a large somewhat rectangular parcel of land. The parcel is bounded on all its four sides by various public highways. Running throughout the parcel are common passageways called service lanes.
