The facts in this case show that the Village of Marcellus, at a meeting of its village council held August 26, 1969, approved by resolution a contract for the construction, planning, and financing of a sewage disposal system for the Village of Marcellus.

The Marcellus Village Council approved this contract by a unanimous vote.
