The plaintiff, a year-old minor child, resided with his family in a privately-owned apartment located in the City of Chicago. The complaint alleged that the building where the apartment was located was in a deteriorative condition, and that the walls had been covered with a paint, analyzed as containing a high level of lead, which tended to fall from the walls in flakes.
