Plaintiff brings this action in tort and trespass to recover damages from defendants, The State of Louisiana, Through the Department of Highways (Department) and Con-Plex, Inc. (Contractor), for alleged damages occasioned plaintiff's turtle farm in the construction of a highway overpass by Contractor pursuant to a contract with the Department.
