Sanders and wife brought suit against the State Department of Public Welfare and Humberto Taddei seeking a declaratory judgment invalidating a regulation of the State Department of Public Welfare. The Welfare Department filed its plea of privilege to be sued in Travis County. The trial court granted the plea and transferred the suit as prayed by the State.
