Claimant's cause of action for alleged false imprisonment and involuntary servitude became complete when he was officially discharged from convalescent status on December 12, 1969. On November 27, 1970 he served a notice of motion for an order permitting him to file a claim against the State. Since claimant was under no legal disability when his claim became complete, he does not qualify for the special Statute of Limitations provided...
