Sections 70 through 70-26 of Article 26 of the Annotated Code of Maryland, implemented by Chapter 900 of the Maryland Rules of Procedure, establish the machinery and the procedures for dealing with Juvenile Causes. They set forth, inter alia, specific guidelines for determining whether a child who has not yet reached his 18th birthday and who has engaged in conduct which amounts to a transgression...
