MEMORANDUM OPINION AND ORDER

HEEBE, District Judge.

In June of 1969 the plaintiffs sued the governing authority of St. Tammany Parish to force reapportionment based on the "one man, one vote" principle. In July of that year the plaintiffs and defendants entered into a consent judgment which, although not reapportioning the members, put into effect a weighted vote system based on the 1960 census.
