In this article 78 proceeding petitioner challenges the denial to him by respondent Commissioner of Public Works of a license as a master electrician. Special Term dismissed the petition, and we agree. Chapter 30 of the Administrative Code provides (§ B30-4.0, subd. 62) that such a license shall be issued to applicants who pass certain prescribed tests.
