MEMORANDUM

This matter is before the Court on remand from the United States Court of Appeals for the District of Columbia1 for the purpose of clarifying the reasons given at the original sentencing proceeding for choosing to sentence the defendant Ward under the applicable penalty provision2 rather than under the Federal Youth Corrections Act.3
