At the direction of the Court both parties have submitted written memoranda with respect to their positions regarding the Government's request that the plaintiffs post a bond in favor of the United States, in the sum of $750,000, which is the estimated loss of revenue to the United States for one month ending January 21, 1972, with a provision for increasing the amount to $2,500,000 per month for delay beyond that...
