After the Cuyahoga County Budget Commission allocated the 1970 local government fund, Brook Park, Brecksville, and Parma appealed that allocation to the Board of Tax Appeals. Although apparently satisfying the claims of those cities, the board allocated some 1.7 million dollars less to Cuyahoga County, which thereupon appealed to this court.
