PER CURIAM.
The above cases both arise out of the election for state senator in 1970. The issues involved can be simplified if the two cases are consolidated for determination.
In Minnesota, members of our legislature are elected on a non-partisan ballot. However, they caucus as liberals and conservatives and whichever of the two groups commands a majority organizes the senate or the house of representatives as the case may be. We are concerned...
