SHANGRAW, Justice.

The state's attorney of Bennington County brought this petition to the District Court of Vermont, Unit No. 1, Bennington Circuit, sitting as a Juvenile Court. The petition alleges that the subject of these proceedings is a neglected child in that she "is without proper parental care or control, or subsistence, education, medical or other care or control necessary for her well-being."
