This is a consolidated appeal by 24 dissatisfied property owners who challenge assessments made against them for paving a portion of Second Avenue South in the City of Clinton. The trial court entered a decree reducing all assessments by 40 percent. The City appeals, claiming the assessments as made were correct and should be reinstated.
