The Department of Highways of the State of Louisiana (Department) instituted suit to expropriate four parcels of land belonging to the defendants. The land sought to be taken is alleged to be necessary for the relocation of a pipeline. The relocation of the pipeline is occasioned by the construction of State Route No. 3052 known as the Baldwin-Jeanerette Highway.
