The Charter of the City of Detroit provides that members of the Detroit Policemen and Firemen Retirement System — i.e., policemen and firemen — "shall" retire upon attaining the age of 60 years. However, on the "written request" of a member and of either the Commissioner of Police or the Board of Fire Commissioners, the Board of Trustees of the System "may" continue a member in active service for a period of two years.
