Hearing Commissioner, John Gee of the Colorado Department of Revenue, Division of Motor Vehicles, after a hearing, ruled that Campbell's driver's license be revoked. The ground for revocation was that Campbell had been convicted on three different occasions of driving while intoxicated. He sought review and reversal of the revocation in the trial court.
