Plaintiff Potts, a citizen of the United States, was neither a qualified and registered voter in the State of Hawaii nor had he "physically resided in Hawaii continuously for a period of six months after attaining the age of 15 years" prior to September 13, 1971, when the Hawaii bar examination was scheduled to be given to those seeking to be licensed to practice law in the State of Hawaii.
