This Petition arises out of United States v. Munoz, District Court No. 6540, a criminal proceeding in which Munoz is charged with having violated the Military Selective Service Act of 1967, 50 U.S.C.App. § 451 et seq. To represent him in the criminal proceeding, Munoz sought the assistance of Michael Tigar, his co-Petitioner in this court.
