The petitioner, International Brotherhood of Electrical Workers, Local No. 68 (the Union), instituted proceedings in the present case by filing with the National Labor Relations Board (the Board) an unfair labor practice charge against the J-H Electric Company. The General Counsel of the Board issued a complaint in response to the Union's charge, and a full hearing was had before a trial examiner...
