MEMORANDUM DECISION

LARSON, District Judge.

This is an application by petitioner Thomas L. Jolicoeur for a writ of habeas corpus. Jurisdiction is invoked pursuant to 28 U.S.C. § 2241. A hearing was held before the Court on August 27, 1971.
