Plaintiff brings this action under 42 U.S.C. § 1983 and 28 U.S.C. § 1343 alleging that defendants unlawfully deprived him of his constitutional rights to be free from unreasonable search and seizure and unlawful arrest in violation of the Fourth and Fourteenth Amendments.
