OPINION BY JUDGE ROGERS, August 13, 1971:

This appeal is from an order of the court below reversing the action of the Zoning Board of Adjustment of the City of Philadelphia in refusing a variance. The city brought this appeal.

In 1965 the appellees acquired a dwelling house at 1538 Vernon Road in the West Oak Lane section of Philadelphia and applied for and received a permit to use the house as a funeral...
