Petitioners have requested this court to review a plan for the reapportionment of the state legislature submitted by the Secretary of State.

In 1952 the people of Oregon adopted by initiative an amendment to Art. IV, § 6, of the State Constitution known as the "Apportionment Enforcement Amendment."
