Plaintiffs instituted this suit against the City of Baton Rouge and its Mayor seeking to enjoin the City from proceeding further with its plan to acquire land for the purpose of constructing thereon a garbage transfer facility. Plaintiffs allege that they are the owners of the property located within the city limits of Baton Rouge on which is located the Alamo Plaza Motel.
